The radio frequency spectrum is considered to be a wealth of nature. The radiofrequency spectrum is necessary in telephony and broadcasting as well as in the fields of a transport and cosmonautic.
The National Radio frequency plan has the three appendixes:

‘The Table of the Radio Frequency Allocation’
- ‘Interface of the Radio’
- ‘The Usage Permission of General Radiofrequency Allotment’
The radio interfaces are necessary for effective and coordinated usage of the radiofrequency.
On October 6, 2009 Latvian Government adopted the Cabinet of Ministers Regulations No.1151 on the radiofrequency spectrum usage general conditions.
Any changes in The National Radio Frequency Plan are being prepared in consultation with the numbering resource coordination working group of experts that are representing:
- the Latvian Information and Communications Technology Association (LIKTA),
- the Latvian Electrical Engineering and Electronics Industry Association,
- the Civil Aviation Agency,
- the Latvian Amateur Radio League,
- The Maritime Administration of Latvia,
- the Public Utilities Commission,
- the State Joint Stock Company ‘Electronic Communications Office’,
- the Ministry of Defense,
- the Ministry of Transport,
- the Ministry of Interior.
